Australian Aid, under the Australian government’s Department of Foreign Affairs and Trade, is an organization committed to reduce poverty and improve the living standards of people. The Australian government’s development policy aims to promote prosperity, reduce poverty and enhance stability and accountability, focusing on the Indo-Pacific region including the Philippines.

Through its grant programs, the DFAT works with Synergeia in promoting good governance among local governments.

Synergeia worked with DFAT and Louis Berger, Philippines, in developing a “Provincial Road Management Facility”.  A coalition that was composed of Governors, Mayors, and officials from the National Government  was  successfully organized.  A result was the funding of the Facility in the 2017 National Budget.

Since the Republic of the Philippines gained its independence in 1946, the United States government has been represented in the Philippines by the U.S. Embassy in Manila. The Embassy exercises many different functions in its official representation to the Philippine government. These include political, administrative, economic, public diplomacy, and consular affairs managed under the Ambassador by counselors from the Department of State.

Synergeia participates in the English Access Microscholarship Program, an initiative of the United States Embassy in the Philippines and the United States Department of State.  This involves the grant of microscholarship awards to 50 participants, i.e. bright, disadvantaged 14 year olds, to study English for a period of two years.  Students in Sarangani, Bongao, Tawi Tawi were part of the program.  The program now runs in six municipalities in Maguindanao and will soon be implemented in Lanao,

The Ford Foundation

The Ford Foundation is an independent non-profit grants-making organization that supports programs on asset building and community development, peace and social justice, knowledge, creativity and freedom.

Synergeia initially served as a learning circle for Ford Foundation grantees that were doing work on education reforms in 2001. Upon closure of the Ford Foundation Manila Office in 2003, Synergeia took stewardship of its education reforms portfolio and was awarded an endowment and a grant to help underwrite its expenses for the next five years. From its initial circle of 17 municipalities, Synergeia has now expanded to cover 200 municipalities all over the Philippines.

United Nations Children’s Fund (UNICEF) is an agency of the United Nations devoted to serving the world’s children. UNICEF began providing assistance to the Philippines in November 1948. UNICEF Philippines, works to improve the quality of life of the Filipino children through programs in child protection, education, health and nutrition, disaster risk reduction and emergencies among many others.

Through its grant programs, UNICEF supports the reinvention of Local School Boards, strengthening of Parent Teachers Association so that they can work effectively to transform the lives of children.

The U.S. Agency for International Development is the lead organization within the U.S. government that provides assistance to developing countries to promote economic and social development.

To improve access to quality education and livelihood skills in areas afflicted by conflict and poverty, particularly in Mindanao, the USAID launched its Education Quality and Access for Learning and Livelihood Skills (EQuALLS) program in 2005. By joining with private sector alliances – corporate foundations and NGOs – the USAID pools not only their financial resources but their creativity, energy and expertise to improve education and livelihood in the Autonomous Region of Muslim Mindanao (ARMM).

Synergeia’s DIWA (Dagyawang Igpaw sa Wastong Agkataw) Alliance is part of the EQuALLS 1 program.  A scaled-up EQuALLS 2 program was launched in 2007 and Synergeia worked with 11 local governments in ARMM not only to improve learning competencies of children but to provide livelihood training to out-of-school-youth.

Synergeia has a cooperative agreement with USAID starting 2013 to strengthen education governance of Local School Boards, School Governance Councils, and school administrators.

Padre Garcia Kids to have Fun Reading in June

Kinder and Grade 1 Pupils in Padre Garcia, Batangas will have exciting classes in the coming school year as their teachers apply the new techniques acquired from the training conducted by Synergeia Foundation under USAID’s Education Governance Effectiveness (EdGE) on May 4-5, 2015.

Vice Mayor Noel Cantos, who heads Padre Garcia’s education committee, initiated the training to lay a good foundation not just in children but also in teachers. “We cannot just proceed with our reading program if our teachers are not properly equipped with the right teaching skills first,” he said. Having good teachers in the classroom will also lessen the need for later interventions. His office provided meals, hand-outs and materials for the training as counterpart support to EdGE.

Synergeia mentor and national reading expert Prof. Shirley Equipado who conducted the training, reminded the teachers that children’s future learning ability depends on the foundation they lay. “Your students are spending their early childhood with you. Imagine them 20 years from now. What will they be? You need to reflect. Are we the best teachers for the young?” She then shared various techniques to develop and nurture children’s enthusiasm in class and how to effectively teach reading with comprehension. The training benefited over 50 Kinder and Grade 1 teachers from the 17 public elementary schools in the municipality.

The teachers expressed their gratitude after the training. “This seminar means a lot to us, to me, because we supply the knowledge and skills of our pupils,” one teacher said. “I’m excited about the techniques and the springboards to be used,” another teacher shared. When asked if they will apply the training in the coming school year, the entire group’s reply was a resounding “YES!” The school heads present also pledged to fully support their teachers in conducting classes using the creative teaching methods.

Politics Aside, Education Comes First

 

Mayor Abraham Gutierrez expressed his full support of the activity saying that even though he and Vice Mayor Cantos have different political affiliations, they are one in putting education as the top priority in governance. They thanked Synergeia for lending its valuable technical support to the LGU’s efforts.

The two officials offered to help the teachers acquire school materials needed to make learning fun for children. Mayor Gutierrez pledged to finance a good quality laminating machine for the teachers’ use. The machine would be useful in preserving instructional materials that teachers will make for the children. He also assured that all future Synergeia trainings will be held in the air-conditioned function rooms of the municipal hall to provide a conducive learning environment for the participants.

The healthy collaboration between the LGU, school heads, teachers and other stakeholders is established through the EdGE program. It is a five-year USAID-funded project which runs from 2013 to 2018 and seeks to improve education governance with the end goal of improving learning outcomes, particularly early grade reading, for at least 1 million children.


A Love Story Born Out of Education Governance

“They existed there and I, here. I had no relationship with them,” says Mayor Felipe ‘Ipe’ Neri Yap of Ivisan, Capiz of his former viewpoint toward educators in his locality. While he considered education as his prime agenda, his chairmanship of the local school board (LSB) was mere formality.

Mayor Ipe began to immerse himself in educational reform upon joining Synergeia Foundation’s workshops under USAID’s Education Governance Effectiveness (EdGE) program. “It served as the bridge between us. It was when I learned to listen,” Mayor Neri shares of his changed attitude toward his constituents.

The tools of governance he gained through Synergeia and EdGE enabled Mayor Ipe to focus his ideas toward the right direction. “I would have stuck to the way of Philippine politics otherwise. Now, I have a roadmap. I’m now focused on details rather than ceremonies.”

He started to dig deeper into the root causes of low performance among children. “I began to own the problem and I enlisted everyone’s help.” Through various teacher trainings he supported, Mayor Ipe found that teachers came out revitalized and motivated to perform their tasks for the children.

Ivisan Elementary School Principal Judith Tu confirms the positive effects of the local government unit’s active support of education. Even without cash incentives, the recognition accorded to model teachers has proven to be enough for them to be more competitive. “It’s the inspiration, the thought that the local government is behind our activities. We have a good partnership with the LGU so even with our limited resources, we do what we can,” she says. This is no small claim for a 4th class municipality that receives the lowest internal revenue allotment in the country.

Even the LGU’s dealings with the Department of Education has improved, according to Mayor Ipe, adding that he now enjoys a harmonious relationship with different sectors because of open communications.

Education is the starting point of success. Progress will start with the children,” says Mayor Ipe. He now refers to his relationship with the educators of Ivisan as a love story born out of Synergeia’s program.
